           PrinceAndrewenteredaplaintidyroomandsawatthetableamanoffortywithalongwaist,alongcloselycroppedhead,deepwrinkles,scowlingbrowsabovedullgreenish-hazeleyesandanoverhangingrednose.Arakchéevturnedhisheadtowardhimwithoutlookingathim.

           “Whatisyourpetition?”askedArakchéev.

           “Iamnotpetitioning,yourexcellency,”returnedPrinceAndrewquietly.

           Arakchéev’seyesturnedtowardhim.

           “Sitdown,”saidhe.“PrinceBolkónski?”

           “Iamnotpetitioningaboutanything.HisMajestytheEmperorhasdeignedtosendyourexcellencyaprojectsubmittedbyme...”

           “Yousee,mydearsir,Ihavereadyourproject,”interruptedArakchéev,utteringonlythefirstwordsamiablyandthen—againwithoutlookingatPrinceAndrew—relapsinggraduallyintoatoneofgrumblingcontempt.“Youareproposingnewmilitarylaws?Therearemanylawsbutnoonetocarryouttheoldones.Nowadayseverybodydesignslaws,itiseasierwritingthandoing.”

           “IcameatHisMajestytheEmperor’swishtolearnfromyourexcellencyhowyouproposetodealwiththememorandumIhavepresented,”saidPrinceAndrewpolitely.
