           Withregardtomilitarymatters,NapoleonimmediatelyonhisentryintoMoscowgaveGeneralSabastianistrictorderstoobservethemovementsoftheRussianarmy,sentarmycorpsoutalongthedifferentroads,andchargedMurattofindKutúzov.ThenhegavecarefuldirectionsaboutthefortificationoftheKrémlin,anddrewupabrilliantplanforafuturecampaignoverthewholemapofRussia.

           Withregardtodiplomaticquestions,NapoleonsummonedCaptainYákovlev,whohadbeenrobbedandwasinragsanddidnotknowhowtogetoutofMoscow,minutelyexplainedtohimhiswholepolicyandhismagnanimity,andhavingwrittenalettertotheEmperorAlexanderinwhichheconsideredithisdutytoinformhisFriendandBrotherthatRostopchínhadmanagedaffairsbadlyinMoscow,hedispatchedYákovlevtoPetersburg.

           HavingsimilarlyexplainedhisviewsandhismagnanimitytoTutólmin,hedispatchedthatoldmanalsotoPetersburgtonegotiate.

           Withregardtolegalmatters,immediatelyafterthefireshegaveorderstofindandexecutetheincendiaries.AndthescoundrelRostopchínwaspunishedbyanordertoburndownhishouses.

           Withregardtoadministrativematters,Moscowwasgrantedaconstitution.Amunicipalitywasestablishedandthefollowingannouncementissued:
