           ItisobviousthattherewouldhavebeenevenlessreasontoexpectadisturbanceamongthepeopleifafterthebattleofBorodinó,whenthesurrenderofMoscowbecamecertainoratleastprobable,Rostopchíninsteadofexcitingthepeoplebydistributingarmsandbroadsheetshadtakenstepstoremovealltheholyrelics,thegunpowder,munitions,andmoney,andhadtoldthepopulationplainlythatthetownwouldbeabandoned.

           Rostopchín,thoughhehadpatrioticsentiments,wasasanguineandimpulsivemanwhohadalwaysmovedinthehighestadministrativecirclesandhadnounderstandingatallofthepeoplehesupposedhimselftobeguiding.Eversincetheenemy’sentryintoSmolénskhehadinimaginationbeenplayingtheroleofdirectorofthepopularfeelingof“theheartofRussia.”Notonlydiditseemtohim(astoalladministrators)thathecontrolledtheexternalactionsofMoscow’sinhabitants,buthealsothoughthecontrolledtheirmentalattitudebymeansofhisbroadsheetsandposters,writteninacoarsetonewhichthepeopledespiseintheirownclassanddonotunderstandfromthoseinauthority.Rostopchínwassopleasedwiththefineroleofleaderofpopularfeeling,andhadgrownsousedtoit,thatthenecessityofrelinquishingthatroleandabandoningMoscowwithoutanyheroicdisplaytookhimunawaresandhesuddenlyfeltthegroundslipawayfromunderhisfeet,sothathepositivelydidnotknowwhattodo.Thoughheknewitwascoming,hedidnottillthelastmomentwholeheartedlybelievethatMoscowwouldbeabandoned,anddidnotprepareforit.
