Chapter 6

           Thenoncommissionedofficers(ofwhomtherearefewer)performtheactionitselflessfrequentlythanthesoldiers,buttheyalreadygivecommands.Anofficerstilllessoftenactsdirectlyhimself,butcommandsstillmorefrequently.Ageneraldoesnothingbutcommandthetroops,indicatestheobjective,andhardlyeverusesaweaponhimself.Thecommanderinchiefnevertakesdirectpartintheactionitself,butonlygivesgeneralordersconcerningthemovementofthemassofthetroops.Asimilarrelationofpeopletooneanotherisseenineverycombinationofmenforcommonactivity—inagriculture,trade,andeveryadministration.

           Andsowithoutparticularlyanalyzingallthecontiguoussectionsofaconeandoftheranksofanarmy,ortheranksandpositionsinanyadministrativeorpublicbusinesswhateverfromthelowesttothehighest,weseealawbywhichmen,totakeassociatedaction,combineinsuchrelationsthatthemoredirectlytheyparticipateinperformingtheactionthelesstheycancommandandthemorenumeroustheyare,whilethelesstheirdirectparticipationintheactionitself,themoretheycommandandthefewerofthemthereare;risinginthiswayfromthelowestrankstothemanatthetop,whotakestheleastdirectshareintheactionanddirectshisactivitychieflytocommanding.

           Thisrelationofthemenwhocommandtothosetheycommandiswhatconstitutestheessenceoftheconceptioncalledpower.

           Havingrestoredtheconditionoftimeunderwhichalleventsoccur,wefindthatacommandisexecutedonlywhenitisrelatedtoacorrespondingseriesofevents
