           TheRussianwarshouldhavebeenthemostpopularwarofmoderntimes:itwasawarofgoodsense,forrealinterests,forthetranquillityandsecurityofall;itwaspurelypacificandconservative.

           Itwasawarforagreatcause,theendofuncertaintiesandthebeginningofsecurity.Anewhorizonandnewlaborswereopeningout,fullofwell-beingandprosperityforall.TheEuropeansystemwasalreadyfounded;allthatremainedwastoorganizeit.

           Satisfiedonthesegreatpointsandwithtranquilityeverywhere,ItooshouldhavehadmyCongressandmyHolyAlliance.Thoseideaswerestolenfromme.Inthatreunionofgreatsovereignsweshouldhavediscussedourinterestslikeonefamily,andhaverenderedaccounttothepeoplesasclerktomaster.
