Thepaymentofmunicipalwarrantswaspostponed,andtheywerebeingpurchasedatadiscountinlargeamountsbyMr.Cowperwoodwiththeverymoneythatshouldhavebeeninthecitytreasury.Thebonafideholdersoftheordersforcertificatesofloansarenowunabletoobtainthem,andthusthecity’screditisinjuredtoagreaterextentthanthepresentdefalcation,whichamountstooverfivehundredthousanddollars.Anaccountantisnowatworkonthetreasurer’sbooks,andafewdaysshouldmakeclearthewholemodusoperandi.Itishopedthatthepublicitythusobtainedwillbreakupsuchviciouspractices."
Therewasappendedtothisreportaquotationfromthelawgoverningtheabuseofapublictrust;andthecommitteewentontosaythat,unlesssometaxpayerchosetoinitiateproceedingsfortheprosecutionofthoseconcerned,thecommitteeitselfwouldbecalledupontodoso,althoughsuchactionhardlycamewithintheobjectforwhichitwasformed.
