TheaccidentoftheChicagofire,theconsequentdepressionofstockvalues,andthesubsequentfailureofMr.FrankA.Cowperwoodhavesoinvolvedmatterstemporarilythatthecommitteehasnotbeenabletoascertainwithaccuracythatregularaccountshavebeenrendered;butfromthemannerinwhichMr.Cowperwoodhashadpossessionofbonds(cityloan)forhypothecation,etc.,itwouldappearthathehasbeenheldtonoresponsibilityinthesematters,andthattherehavealwaysbeenunderhiscontrolseveralhundredthousanddollarsofcashorsecuritiesbelongingtothecity,whichhehasmanipulatedforvariouspurposes;butthedetailsoftheresultsofthesetransactionsarenoteasilyavailable."Someoftheoperationsconsistedofhypothecationoflargeamountsoftheseloansbeforethecertificateswereissued,thelenderseeingthattheorderforthehypothecatedsecuritieswasdulymadetohimonthebooksofthetreasurer.Suchmethodsappeartohavebeenoccurringforalongtime,anditbeingincrediblethatthecitytreasurercouldbeunawareofthenatureofthebusiness,thereisindicationofacomplicitybetweenhimandMr.Cowperwoodtobenefitbytheuseofthecitycredit,inviolationofthelaw.
