TheconditionoftheRepublicanpartyatthistimeinPhiladelphia,itsrelationshiptoGeorgeW.Stener,EdwardMaliaButler,HenryA.Mollenhauer,SenatorMarkSimpson,andothers,willhavetobebrieflyindicatedhere,inordertoforeshadowCowperwood’sactualsituation.Butler,aswehaveseen,wasnormallyinterestedinandfriendlytoCowperwood.StenerwasCowperwood’stool.MollenhauerandSenatorSimpsonwerestrongrivalsofButlerforthecontrolofcityaffairs.SimpsonrepresentedtheRepublicancontroloftheStatelegislature,whichcoulddictatetothecityifnecessary,makingnewelectionlaws,revisingthecitycharter,startingpoliticalinvestigations,andthelike.Hehadmanyinfluentialnewspapers,corporations,banks,athisbeckandcall.MollenhauerrepresentedtheGermans,someAmericans,andsomelargestablecorporations—averysolidandrespectableman.Allthreewerestrong,able,anddangerouspolitically.ThetwolattercountedonButler’sinfluence,particularlywiththeIrish,andacertainnumberofwardleadersandCatholicpoliticiansandlaymen,whowereasloyaltohimasthoughhewereapartofthechurchitself.Butler’sreturntothesefollowerswasprotection,influence,aid,andgood-willgenerally.Thecity’sreturntohim,viaMollenhauerandSimpson,wasintheshapeofcontracts—fatones—street-paving,bridges,viaducts,sewers.AndinorderforhimtogetthesecontractstheaffairsoftheRepublicanparty,ofwhichhewasabeneficiaryaswellasaleader,mustbekeptreasonablystraight.
