However,seeingthattheprisonwasapublicinstitutionapttobevisitedatanytimebylawyers,detectives,doctors,preachers,propagandists,andthepublicgenerally,andthatcertainrulesandregulationshadtobeenforced(iffornootherreasonthantokeepamoralandadministrativecontroloverhisownhelp),itwasnecessarytomaintain—andthateveninthefaceofthepolitician—acertainamountofdiscipline,system,andorder,anditwasnotpossibletobetooliberalwithanyone.Therewere,however,exceptionalcases—menofwealthandrefinement,victimsofthoseoccasionaluprisingswhichsoshockedthepoliticalleadersgenerally—whohadtobelookedafterinafriendlyway.
