Thusitwasgenerallyknownamongthepoliticiansthatonewayhehadoffatteninghisratherleansalarywastorentprivateroomsandgrantspecialprivilegestoprisonerswhohadthemoneytopayforthesame.Othersheriffshaddoneitbeforehim.Infact,whenJasperswasinductedintooffice,severalprisonerswerealreadyenjoyingtheseprivileges,anditwasnotapartofhisschemeofthingstodisturbthem.Theroomsthathelettothe"rightparties,"asheinvariablyputit,wereinthecentralportionofthejail,wherewerehisownprivatelivingquarters.Theywereunbarred,andnotatallcell-like.Therewasnoparticulardangerofescape,foraguardstoodalwaysathisprivatedoorinstructed"tokeepaneye"onthegeneralmovementsofalltheinmates.Aprisonersoaccommodatedwasinmanyrespectsquiteafreeperson.Hismealswereservedtohiminhisroom,ifhewished.Hecouldreadorplaycards,orreceiveguests;andifhehadanyfavoritemusicalinstrument,thatwasnotdeniedhim.Therewasjustonerulethathadtobecompliedwith.Ifhewereapubliccharacter,andanynewspapermencalled,hehadtobebroughtdown-stairsintotheprivateinterviewingroominorderthattheymightnotknowthathewasnotconfinedinacelllikeanyotherprisoner.
