DEARSIR—Informationhasbeengivenmethatcertificatesofcityloantoalargeamount,issuedbyyouforsaleonaccountofthecity,and,Ipresume,aftertheusualrequisitionfromthemayorofthecity,havepassedoutofyourcustody,andthattheproceedsofthesaleofsaidcertificateshavenotbeenpaidintothecitytreasury.
Ihavealsobeeninformedthatalargeamountofthecity’smoneyhasbeenpermittedtopassintothehandsofsomeoneormorebrokersorbankersdoingbusinessonThirdStreet,andthatsaidbrokersorbankershavesincemetwithfinancialdifficulties,whereby,andbyreasonoftheabovegenerally,theinterestsofthecityarelikelytobeveryseriouslyaffected.
Ihavethereforetorequestthatyouwillpromptlyadvisemeofthetruthorfalsityofthesestatements,sothatsuchdutiesasdevolveuponmeasthechiefmagistrateofthecity,inviewofsuchfacts,iftheyexist,maybeintelligentlydischarged.
