           He,too,wasthinkinghowuselessitwasforanyonetoapproachagroupofpoliticianswithapropositionlikethis,particularlyinacrisissuchasbidfairtooccur.HereflectedthatifheandButlerandMollenhauercouldgettogetherandpromiseCowperwoodprotectioninreturnforthesurrenderofhisstreet-railwayholdingsitwouldbeaverydifferentmatter.Itwouldbeveryeasyinthiscasetocarrythecitytreasuryloanalonginsilenceandevenissuemoremoneytosupportit;butitwasnotsure,inthefirstplace,thatCowperwoodcouldbemadetosurrenderhisstocks,andinthesecondplacethateitherButlerorMollenhauerwouldenterintoanysuchdealwithhim,Simpson.ButlerhadevidentlycomeheretosayagoodwordforCowperwood.Mollenhauerandhimselfweresilentrivals.Althoughtheyworkedtogetherpoliticallyitwastowardessentiallydifferentfinancialends.Theywerealliedinnooneparticularfinancialproposition,anymorethanMollenhauerandButlerwere.Andbesides,inallprobabilityCowperwoodwasnofool.HewasnotequallyguiltywithStener;thelatterhadloanedhimmoney.
