Asamatteroffactthestreet-railwaybusinessinPhiladelphiawasnotsufficientlydevelopedatthistimetosuggesttoanyonethegrandschemeofunionwhichcamelater.YetinconnectionwiththisnewarrangementbetweenStenerandCowperwood,itwasStrobikwhonowcameforwardtoStenerwithanideaofhisown.AllwerecertaintomakemoneythroughCowperwood—heandStener,especially.Whatwasamiss,therefore,withhimselfandStenerandwithCowperwoodastheir—orratherStener’ssecretrepresentative,sinceStrobikdidnotdaretoappearinthematter—buyingnowsufficientstreet-railwaysharesinsomeonelinetocontrolit,andthen,ifhe,Strobik,could,byeffortsofhisown,getthecitycounciltosetasidecertainstreetsforitsextension,why,thereyouwere—theywouldownit.Only,later,heproposedtoshakeSteneroutifhecould.Butthispreliminaryworkhadtobedonebysomeone,anditmightaswellbeStener.Atthesametime,ashesaw,thisworkhadtobedoneverycarefully,becausenaturallyhissuperiorswerewatchful,andiftheyfoundhimdabblinginaffairsofthiskindtohisownadvantage,theymightmakeitimpossibleforhimtocontinuepoliticallyinapositionwherehecouldhelphimselfjustthesame.Anyoutsideorganizationsuchasastreet-railwaycompanyalreadyinexistencehadarighttoappealtothecitycouncilforprivilegeswhichwouldnaturallyfurtheritsandthecity’sgrowth,and,otherthingsbeingequal,thesecouldnotberefused.
