Originally,inallprobability,therewasnointentiononthepartofthecitytreasurertodoanyoneaninjustice,anditislikelythattherereallywerenofundstopaywithatthetime.Howeverthatmayhavebeen,therewaslaternoexcuseforissuingthewarrants,seeingthatthecitymighteasilyhavebeenmanagedmuchmoreeconomically.Butthesewarrants,ascanreadilybeimagined,hadcometobeafinesourceofprofitfornote-brokers,bankers,politicalfinanciers,andinsidepoliticalmanipulatorsgenerallyandsotheyremainedapartofthecity’sfiscalpolicy.
Therewasjustonedrawbacktoallthis.Inordertogetthefulladvantageofthisconditionthelargebankerholdingthemmustbean"insidebanker,"oneclosetothepoliticalforcesofthecity,forifhewasnotandneededmoneyandhecarriedhiswarrantstothecitytreasurer,hewouldfindthathecouldnotgetcashforthem.Butifhetransferredthemtosomebankerornote-brokerwhowasclosetothepoliticalforceofthecity,itwasquiteanothermatter.Thetreasurywouldfindmeanstopay.Or,ifsodesiredbythenote-brokerorbanker—therightone—noteswhichwereintendedtobemetinthreemonths,andshouldhavebeensettledatthattime,wereextendedtorunonyearsandyears,drawinginterestatsixpercent.evenwhenthecityhadamplefundstomeetthem.Yetthismeant,ofcourse,anillegalinterestdrainonthecity,butthatwasallrightalso."Nofunds"couldcoverthat.Thegeneralpublicdidnotknow.
