Therewasanothermanhisfathertalkedabout—oneFrancisJ.Grund,afamousnewspapercorrespondentandlobbyistatWashington,whopossessedthefacultyofunearthingsecretsofeverykind,especiallythoserelatingtofinanciallegislation.ThesecretsofthePresidentandtheCabinet,aswellasoftheSenateandtheHouseofRepresentatives,seemedtobeopentohim.Grundhadbeenabout,yearsbefore,purchasingthroughoneortwobrokerslargeamountsofthevariouskindsofTexasdebtcertificatesandbonds.TheRepublicofTexas,initsstruggleforindependencefromMexico,hadissuedbondsandcertificatesingreatvariety,amountinginvaluetotenorfifteenmilliondollars.Later,inconnectionwiththeschemetomakeTexasaStateoftheUnion,abillwaspassedprovidingacontributiononthepartoftheUnitedStatesoffivemilliondollars,tobeappliedtotheextinguishmentofthisolddebt.
