SuchanurseryofstatesmenhadtheDepartmentbecomeinvirtueofalongcareerofthisnature,thatseveralsolemnlordshadattainedthereputationofbeingquiteunearthlyprodigiesofbusiness,solelyfromhavingpractised,Hownottodoit,astheheadoftheCircumlocutionOffice.Astotheminorpriestsandacolytesofthattemple,theresultofallthiswasthattheystooddividedintotwoclasses,and,downtothejuniormessenger,eitherbelievedintheCircumlocutionOfficeasaheaven-borninstitutionthathadanabsoluterighttodowhateveritliked;ortookrefugeintotalinfidelity,andconsidereditaflagrantnuisance.
TheBarnaclefamilyhadforsometimehelpedtoadministertheCircumlocutionOffice.TheTiteBarnacleBranch,indeed,consideredthemselvesinageneralwayashavingvestedrightsinthatdirection,andtookitillifanyotherfamilyhadmuchtosaytoit.TheBarnacleswereaveryhighfamily,andaverylargefamily.Theyweredispersedalloverthepublicoffices,andheldallsortsofpublicplaces.
