           Thedoctor’sletterwasthefirstofachorusofindignationthatwasbeginningtobeheardallovertheSouthagainstspeculators,profiteersandholdersofgovernmentcontracts.ConditionsinWilmington,thechiefblockadeport,nowthatCharleston’sportwaspracticallysealedbytheYankeegunboats,hadreachedtheproportionsofanopenscandal.SpeculatorsswarmedWilmingtonand,havingthereadycash,boughtupboatloadsofgoodsandheldthemforariseinprices.Therisealwayscame,forwiththeincreasingscarcityofnecessities,pricesleapedhigherbythemonth.Thecivilianpopulationhadeithertodowithoutorbuyatthespeculators’prices,andthepoorandthoseinmoderatecircumstancesweresufferingincreasinghardships.Withtheriseinprices,Confederatemoneysank,andwithitsrapidfallthereroseawildpassionforluxuries.Blockaderswerecommissionedtobringinnecessitiesbutnowitwasthehigher-pricedluxuriesthatfilledtheirboatstotheexclusionofthethingstheConfederacyvitallyneeded.
