           Itwasinterestingandstrangetonotehowquicklythenewspapers,andeventheCitizens’MunicipalReformAssociation,adoptedtheargumentthatCowperwoodwaslargely,ifnotsolely,toblame.Stenerhadloanedhimthemoney,itistruehadputbondissuesinhishandsforsale,itistrue,butsomehoweveryoneseemedtogaintheimpressionthatCowperwoodhaddesperatelymisusedthetreasurer.Thefactthathehadtakenasixty-thousand-dollarcheckforcertificateswhichwerenotinthesinking-fundwashintedat,thoughuntiltheycouldactuallyconfirmthisforthemselvesboththenewspapersandthecommitteeweretoofearfuloftheStatelibellawstosayso.

           Induetimetherewerebroughtforthseveralnoblemunicipalletters,purportingtobeasterncallonthepartofthemayor,Mr.JacobBorchardt,onMr.GeorgeW.Stenerforanimmediateexplanationofhisconduct,andthelatter’sreply,whichwereatoncegiventothenewspapersandtheCitizens’MunicipalReformAssociation.Theseletterswereenoughtoshow,sothepoliticiansfigured,thattheRepublicanpartywasanxioustopurgeitselfofanymiscreantwithinitsranks,andtheyalsohelpedtopassthetimeuntilafterelection.
