           ThedevelopmentofCowperwoodasCowperwood&Co.followinghisarrestingbondventure,finallybroughthimintorelationshipwithonemanwhowastoplayanimportantpartinhislife,morally,financially,andinotherways.ThiswasGeorgeW.Stener,thenewcitytreasurer-elect,who,tobeginwith,wasapuppetinthehandsofothermen,butwho,alsoinspiteofthisfact,becameapersonageofconsiderableimportance,forthesimplereasonthathewasweak.Stenerhadbeenengagedintherealestateandinsurancebusinessinasmallwaybeforehewasmadecitytreasurer.Hewasoneofthosemen,ofwhomtherearesomanythousandsineverylargecommunity,withnobreadthofvision,norealsubtlety,nocraft,nogreatskillinanything.YouwouldneverhearanewideaemanatingfromStener.Heneverhadoneinhislife.Ontheotherhand,hewasnotabadfellow.Hehadastodgy,dusty,commonplacelooktohimwhichwasmoreamatterofmindthanofbody.Hiseyewasofvaguegray-blue;hishairadustylight-brownandthin.Hismouththerewasnothingimpressivethere.Hewasquitetall,nearlysixfeet,withmoderatelybroadshoulders,buthisfigurewasanythingbutshapely.Heseemedtostoopalittle,hisstomachwastheleastbitprotuberant,andhetalkedcommonplacesthesmallchangeofnewspaperandstreetandbusinessgossip.Peoplelikedhiminhisownneighborhood.Hewasthoughttobehonestandkindly;andhewas,asfarasheknew.Hiswifeandfourchildrenwereasaverageandinsignificantasthewivesandchildrenofsuchmenusuallyare.
