           Atoncethequestionwasraisedastowhowasreallyguilty,thecitytreasurerorthebroker,orboth.Howmuchmoneyhadactuallybeenlost?Wherehaditgone?WhowasFrankAlgernonCowperwood,anyway?Whywashenotarrested?Howdidhecometobeidentifiedsocloselywiththefinancialadministrationofthecity?Andthoughthedayofwhatlaterwastermed"yellowjournalism"hadnotarrived,andthelocalpaperswerenotgiventosuchvitalpersonalcommentasfollowedlater,itwasnotpossible,evenboundastheywere,handandfoot,bythelocalpoliticalandsocialmagnates,toavoidcommentofsomesort.Editorialshadtobewritten.Somesolemn,conservativereferencestotheshameanddisgracewhichonesingleindividualcouldbringtoagreatcityandanoblepoliticalpartyhadtobeventuredupon.

           ThatdesperateschemetocasttheblameonCowperwoodtemporarily,whichhadbeenconcoctedbyMollenhauer,Butler,andSimpson,togettheodiumofthecrimeoutsidethepartylinesforthetimebeing,wasnowluggedforthandputinoperation.
