ThecommandantsoftheYankeetroopsinthevariouscitieshadcompletepower,eventhepoweroflifeanddeath,overthecivilianpopulation,andtheyusedthatpower.Theycouldanddidimprisoncitizensforanycause,ornocause,seizetheirproperty,hangthem.Theycouldanddidharassandhamstringthemwithconflictingregulationsabouttheoperationoftheirbusiness,thewagestheymustpaytheirservants,whattheyshouldsayinpublicandprivateutterancesandwhattheyshouldwriteinnewspapers.Theyregulatedhow,whenandwheretheymustdumptheirgarbageandtheydecidedwhatsongsthedaughtersandwivesofex-Confederatescouldsing,sothatthesingingof"Dixie"or"BonnieBlueFlag"becameanoffenseonlyalittlelessseriousthantreason.TheyruledthatnoonecouldgetaletterourofthepostofficewithouttakingtheIronCladoathand,insomeinstances,theyevenprohibitedtheissuanceofmarriagelicensesunlessthecoupleshadtakenthehatedoath.
