           Cowperwoodhadimplicitfaithinthefutureofthestreetrailway.Insupportofthisbeliefheriskedallhecouldspareonnewissuesofstocksharesinnewcompanies.Hewantedtobeontheinsidewhereverpossible,always,thoughthiswasalittledifficultinthematterofthestreet-railways,hehavingbeensoyoungwhentheystartedandnothavingyetarrangedhisfinancialconnectionstomakethemcountformuch.TheFifthandSixthStreetline,whichhadbeenbutrecentlystarted,waspayingsixhundreddollarsaday.AprojectforaWestPhiladelphialine(WalnutandChestnut)wasonfoot,aswerelinestooccupySecondandThirdStreets,RaceandVine,SpruceandPine,GreenandCoates,TenthandEleventh,andsoforth.TheywereengineeredandbackedbysomepowerfulcapitalistswhohadinfluencewiththeStatelegislatureandcould,inspiteofgreatpublicprotest,obtainfranchises.Chargesofcorruptionwereintheair.Itwasarguedthatthestreetswerevaluable,andthatthecompaniesshouldpayaroadtaxofathousanddollarsamile.Somehow,however,thesesplendidgrantsweregottenthrough,andthepublic,hearingoftheFifthandSixthStreetlineprofits,waseagertoinvest.Cowperwoodwasoneofthese,andwhentheSecondandThirdStreetlinewasengineered,heinvestedinthatandintheWalnutandChestnutStreetlinealso.
