TheprojectwhichfascinatedhimmostwasonethatrelatedtothedevelopmentoftheterritorythenlyingalmostunexploredbetweentheextremewesternshoreofLakeSuperior,whereDuluthnowstands,andthatportionofthePacificOceanintowhichtheColumbiaRiverempties—theextremenorthernone-thirdoftheUnitedStates.Here,ifarailroadwerebuilt,wouldspringupgreatcitiesandprosperoustowns.Therewere,itwassuspected,minesofvariousmetalsintheregionoftheRockieswhichthisrailroadwouldtraverse,anduntoldwealthtobereapedfromthefertilecornandwheatlands.ProductsbroughtonlysofareastasDuluthcouldthenbeshippedtotheAtlantic,viatheGreatLakesandtheErieCanal,atagreatlyreducedcost.Itwasavisionofempire,notunlikethePanamaCanalprojectofthesameperiod,andonethatbadefairapparentlytobeasusefultohumanity.IthadarousedtheinterestandenthusiasmofCooke.Becauseofthefactthatthegovernmenthadmadeagrantofvastareasoflandoneithersideoftheproposedtracktothecorporationthatshouldseriouslyundertakeitandcompleteitwithinareasonablenumberofyears,andbecauseoftheopportunityitgavehimofremainingadistinguishedpublicfigure,hehadeventuallyshoulderedtheproject.Itwasopentomanyobjectionsandcriticisms;butthegeniuswhichhadbeensufficienttofinancetheCivilWarwasconsideredsufficienttofinancetheNorthernPacificRailroad.
