           Itwastrue.Theconditionofthefinancesofthestateandcitywasmostreprehensible.BothStateandcitywererichenough;butthereweresomanyschemesforlootingthetreasuryinbothinstancesthatwhenanynewworkhadtobeundertakenbondswerenecessarilyissuedtoraisethemoney.Thesebonds,orwarrants,astheywerecalled,pledgedinterestatsixpercent.;butwhentheinterestfelldue,insteadofpayingit,thecityorStatetreasurer,asthecasemightbe,stampedthesamewiththedateofpresentation,andthewarrantthenboreinterestfornotonlyitsoriginalfacevalue,buttheamountthendueininterest.Inotherwords,itwasbeingslowlycompounded.Butthisdidnothelpthemanwhowantedtoraisemoney,forassecuritytheycouldnotbehypothecatedformorethanseventypercent.oftheirmarketvalue,andtheywerenotsellingatpar,butatninety.
