Butthissecondburden,interestingenoughasitwas,meantthathehadtobedoublywatchful.Oncethestockwassoldatahighprice,themoneyborrowedfromthecitytreasurercouldbereturned;hisownholdingscreatedoutofforesight,bycapitalizingthefuture,bywritingtheshrewdprospectusesandreports,wouldbeworththeirfacevalue,orlittleless.Hewouldhavemoneytoinvestinotherlines.Hemightobtainthefinancialdirectionofthewhole,inwhichcasehewouldbeworthmillions.Oneshrewdthinghedid,whichindicatedtheforesightandsubtletyoftheman,wastomakeaseparateorganizationorcompanyofanyextensionoradditionwhichhemadetohisline.Thus,ifhehadtwoorthreemilesoftrackonastreet,andhewantedtoextendittwoorthreemilesfartheronthesamestreet,insteadofincludingthisextensionintheexistingcorporation,hewouldmakeasecondcorporationtocontroltheadditionaltwoorthreemilesofrightofway.Thiscorporationhewouldcapitalizeatsomuch,andissuestocksandbondsforitsconstruction,equipment,andmanipulation.Havingdonethishewouldthentakethesub-corporationoverintotheparentconcern,issuingmorestocksandbondsoftheparentcompanywherewithtodoit,and,ofcourse,sellingthesebondstothepublic.
