HecouldnottellwhatImeantbysecretsofstate,whereanenemy,orsomerivalnation,werenotinthecase.Heconfinedtheknowledgeofgoverningwithinverynarrowbounds,tocommonsenseandreason,tojusticeandlenity,tothespeedydeterminationofcivilandcriminalcauses;withsomeotherobvioustopics,whicharenotworthconsidering.Andhegaveitforhisopinion,"thatwhoevercouldmaketwoearsofcorn,ortwobladesofgrass,togrowuponaspotofgroundwhereonlyonegrewbefore,woulddeservebetterofmankind,anddomoreessentialservicetohiscountry,thanthewholeraceofpoliticiansputtogether."
Thelearningofthispeopleisverydefective,consistingonlyinmorality,history,poetry,andmathematics,whereintheymustbeallowedtoexcel.Butthelastoftheseiswhollyappliedtowhatmaybeusefulinlife,totheimprovementofagriculture,andallmechanicalarts;sothatamongus,itwouldbelittleesteemed.Andastoideas,entities,abstractions,andtranscendentals,Icouldneverdrivetheleastconceptionintotheirheads.
Nolawinthatcountrymustexceedinwordsthenumberoflettersintheiralphabet,whichconsistsonlyoftwoandtwenty.Butindeedfewofthemextendeventothatlength.Theyareexpressedinthemostplainandsimpleterms,whereinthosepeoplearenotmercurialenoughtodiscoveraboveoneinterpretation:andtowriteacommentuponanylaw,isacapitalcrime.Astothedecisionofcivilcauses,orproceedingsagainstcriminals,theirprecedentsaresofew,thattheyhavelittlereasontoboastofanyextraordinaryskillineither.
