Therewasagreatto-doincounciloveramotiononthepartofsomebodytocompeltheNorthSidecompanytothrowoutitsoldcarsandlaybetterandheaviertracks.Curiously,thisdidnotapplysomuchtotheWestandSouthSides,whichwereinthesamecondition.Therankandfileofthecity,ignorantofthetrickswhichwereconstantlybeingemployedinpoliticstoeffectoneendoranother,weregreatlycheeredbythisso-called"publicuprising."Theylittleknewthepawnstheywereinthegame,orhowlittlesincerityconstitutedtheprimalimpulse.
Quitebyaccident,apparently,onedayAddison,thinkingofthedifferentmenintheNorthSidecompanywhomightbeofservicetoCowperwood,andhavingfinallypickedyoungKaffrathastheidealagent,introducedhimselftothelatterattheUnionLeague.
