           Thestatetreasurer,aRepublicanbutanhonestman,protestedagainsttheillegalissuesandrefusedtosignthem,butheandotherswhosoughttochecktheabusescoulddonothingagainstthetidethatwasrunning.

           Thestate-ownedrailroadhadoncebeenanassettothestatebutnowitwasaliabilityanditsdebtshadpileduptothemillionmark.Itwasnolongerarailroad.Itwasanenormousbottomlesstroughinwhichthehogscouldswillandwallow.Manyofitsofficialswereappointedforpoliticalreasons,regardlessoftheirknowledgeoftheoperationofrailroads,therewerethreetimesasmanypeopleemployedaswerenecessary,Republicansrodefreeonpasses,carloadsofnegroesrodefreeontheirhappyjauntsaboutthestatetovoteandrevoteinthesameelections.

           ButfarandabovetheirangeratthewasteandmismanagementandgraftwastheresentmentofthepeopleatthebadlightinwhichthegovernorrepresentedthemintheNorth.WhenGeorgiahowledagainstcorruption,thegovernorhastilywentNorth,appearedbeforeCongressandtoldofwhiteoutragesagainstnegroes,ofGeorgia’spreparationforanotherrebellionandtheneedforasternmilitaryruleinthestate.
