WordhadbeenspreadamongthenegroesthattherewereonlytwopoliticalpartiesmentionedintheBible,thePublicansandtheSinners.Nonegrowantedtojoinapartymadeupentirelyofsinners,sotheyhastenedtojointheRepublicans.Theirnewmastersvotedthemoverandoveragain,electingpoorwhitesandScallawagstohighplaces,electingevensomenegroes.Thesenegroessatinthelegislaturewheretheyspentmostoftheirtimeeatinggoobersandeasingtheirunaccustomedfeetintoandoutofnewshoes.Fewofthemcouldreadorwrite.Theywerefreshfromcottonpatchandcanebrake,butitwaswithintheirpowertovotetaxesandbondsaswellasenormousexpenseaccountstothemselvesandtheirRepublicanfriends.Andtheyvotedthem.Thestatestaggeredundertaxeswhichwerepaidinfury,forthetaxpayersknewthatmuchofthemoneyvotedforpublicpurposeswasfindingitswayintoprivatepockets.
Completelysurroundingthestatecapitolwasahostofpromoters,speculators,seekersaftercontractsandothershopingtoprofitfromtheorgyofspending,andmanyweregrowingshamelesslyrich.Theyhadnodifficultyatallinobtainingthestate’smoneyforbuildingrailroadsthatwereneverbuilt,forbuyingcarsandenginesthatwereneverbought,forerectingpublicbuildingsthatneverexistedexceptinthemindsoftheirpromoters.
Bondswereissuedrunningintothemillions.Mostofthemwereillegalandfraudulentbuttheywereissuedjustthesame.
