HereinChicago,wherethepopulationwasasyetcomparativelysmall—vergingnowtowardamillion,andwidelyscatteredoveragreatarea—hedidnotfeelthattheywouldbeprofitable—certainlynotforsomeyearstocome.Whattraffictheygainedwouldbetakenfromthesurfacelines,andifhebuiltthemhewouldbemerelydoublinghisexpensestohalvehisprofits.Fromtimetotimehehadcontemplatedthepossibilityoftheirbeingbuiltbyothermen—providingtheycouldsecureafranchise,whichprevioustothelateelectionhadnotseemedprobable—andinthisconnectionhehadoncesaidtoAddison:"Letthemsinktheirmoney,andaboutthetimethepopulationissufficienttosupportthelinestheywillhavebeendrivenintothehandsofreceivers.Thatwillsimplychasethegameintomybag,andIcanbuythemforameresong."WiththisconclusionAddisonhadagreed.Butsincethisconversationcircumstancesmadetheconstructionoftheseelevatedroadsfarlessproblematic.
Inthefirstplace,publicinterestintheideaofelevatedroadswasincreasing.Theywereanovelty,afactorinthelifeofNewYork;andatthistimerivalrywiththegreatcosmopolitanheartwasverykeeninthemindoftheaverageChicagocitizen.Publicsentimentinthisdirection,howevernaiveorunworthy,wasneverthelesssufficienttomakeanyelevatedroadinChicagopopularforthetimebeing.
