APublic-service-commissionlawmight,ipsofacto,havebeenquietlypassedatthissession,ifthearbitraryfranchise-extendingprovisohadnotbeenintroduced,andthisonthethinexcusethatsonovelachangeintheworkingschemeofthestategovernmentmightbringabouthardshiptosome.Thisredoundedtooobviouslytothebenefitofoneparticularcorporation.Thenewspapermen—asthickasfliesaboutthehallsofthestatecapitolatSpringfield,andessentiallywatchfulandloyaltotheirpapers—werequicktosensethetruestateofaffairs.Neverweretheresuchhawksasnewspapermen.Thesewretches(employedbysniveling,mud-snoutingnewspapersoftheopposition)werenotonlyinthecouncilsofpoliticians,inthepayofrivalcorporations,intheconfidenceofthegovernor,inthesecretsofthesenatorsandlocalrepresentatives,butwerehereandthereinoneanother’sconfidence.Apieceofnews—arumor,adream,afancy—whisperedbySenatorSmithtoSenatorJones,orbyRepresentativeSmithtoRepresentativeJones,andconfidedbyhiminturntoCharlieWhite,oftheGlobe,orEddieBurns,oftheDemocrat,wouldinturnbecommunicatedtoRobertHazlitt,ofthePress,orHarryEmonds,oftheTranscript.
Allatonceadisturbingannouncementinoneorotherofthepapers,nooneknowingwhenceitcame.NeitherSenatorSmithnorSenatorJoneshadtoldanyone.NowordoftheconfidenceimposedinCharlieWhiteorEddieBurnshadeverbeenbreathed.
