           TheYankeesoldiersgarrisonedthroughoutthesectionandtheFreedmen’sBureauwereincompletecommandofeverythingandtheywerefixingtherulestosuitthemselves.

           ThisBureau,organizedbytheFederalgovernmenttotakecareoftheidleandexcitedex-slaves,wasdrawingthemfromtheplantationsintothevillagesandcitiesbythethousands.TheBureaufedthemwhiletheyloafedandpoisonedtheirmindsagainsttheirformerowners.Gerald’soldoverseer,JonasWilkerson,wasinchargeofthelocalBureau,andhisassistantwasHilton,CathleenCalvert’shusband.ThesetwoindustriouslyspreadtherumorthattheSouthernersandDemocratswerejustwaitingforagoodchancetoputthenegroesbackintoslaveryandthatthenegroes’onlyhopeofescapingthisfatewastheprotectiongiventhembytheBureauandtheRepublicanparty.

           WilkersonandHiltonfurthermoretoldthenegroestheywereasgoodasthewhitesineverywayandsoonwhiteandnegromarriageswouldbepermitted,soontheestatesoftheirformerownerswouldbedividedandeverynegrowouldbegivenfortyacresandamuleforhisown.Theykeptthenegroesstirredupwithtalesofcrueltyperpetratedbythewhitesand,inasectionlongfamedfortheaffectionaterelationsbetweenslavesandslaveowners,hateandsuspicionbegantogrow.

           TheBureauwasbackedupbythesoldiersandthemilitaryhadissuedmanyandconflictingordersgoverningtheconductoftheconquered.Itwaseasytogetarrested,evenforsnubbingtheofficialsoftheBureau.
