           Georgia’sleadershadkeptonbattlingforthestate’srighttogovernitselfaccordingtoitsownideas.TheyhadcontinuedresistingalleffortstoforcethemtobowdownandacceptthedictatesofWashingtonastheirownstatelaw.

           Officially,Georgia’sgovernmenthadnevercapitulatedbutithadbeenafutilefight,anever-losingfight.Itwasafightthatcouldnotwinbutithad,atleast,postponedtheinevitable.AlreadymanyotherSouthernstateshadilliteratenegroesinhighpublicofficeandlegislaturesdominatedbynegroesandCarpetbaggers.ButGeorgia,byitsstubbornresistance,hadsofarescapedthisfinaldegradation.Forthegreaterpartofthreeyears,thestate’scapitolhadremainedinthecontrolofwhitemenandDemocrats.WithYankeesoldierseverywhere,thestateofficialscoulddolittlebutprotestandresist.TheirpowerwasnominalbuttheyhadatleastbeenabletokeepthestategovernmentinthehandsofnativeGeorgians.Noweventhatlaststrongholdhadfallen.

           JustasJohnstonandhismenhadbeendrivenbackstepbystepfromDaltontoAtlanta,fouryearsbefore,sohadtheGeorgiaDemocratsbeendrivenbacklittlebylittle,from1865on.ThepoweroftheFederalgovernmentoverthestate’saffairsandthelivesofitscitizenshadbeensteadilymadegreaterandgreater.Forcehadbeenpiledontopofforceandmilitaryedictsinincreasingnumbershadrenderedthecivilauthoritymoreandmoreimpotent.
