Althoughweusuallycallrewardandpunishmentthetwohingesuponwhichallgovernmentturns,yetIcouldneverobservethismaximtobeputinpracticebyanynationexceptthatofLilliput.Whoevercantherebringsufficientproof,thathehasstrictlyobservedthelawsofhiscountryforseventy-threemoons,hasaclaimtocertainprivileges,accordingtohisqualityorconditionoflife,withaproportionablesumofmoneyoutofafundappropriatedforthatuse:helikewiseacquiresthetitleofsnilpall,orlegal,whichisaddedtohisname,butdoesnotdescendtohisposterity.Andthesepeoplethoughtitaprodigiousdefectofpolicyamongus,whenItoldthemthatourlawswereenforcedonlybypenalties,withoutanymentionofreward.ItisuponthisaccountthattheimageofJustice,intheircourtsofjudicature,isformedwithsixeyes,twobefore,asmanybehind,andoneachsideone,tosignifycircumspection;withabagofgoldopeninherrighthand,andaswordsheathedinherleft,toshowsheismoredisposedtorewardthantopunish.
Inchoosingpersonsforallemployments,theyhavemoreregardtogoodmoralsthantogreatabilities;for,sincegovernmentisnecessarytomankind,theybelieve,thatthecommonsizeofhumanunderstandingisfittedtosomestationorother;andthatProvidenceneverintendedtomakethemanagementofpublicaffairsamysterytobecomprehendedonlybyafewpersonsofsublimegenius,ofwhichthereseldomarethreeborninanage:buttheysupposetruth,justice,temperance,andthelike,tobeineveryman’spower;thepracticeofwhichvirtues,assistedbyexperienceandagoodintention,wouldqualifyanymanfortheserviceofhiscountry,exceptwhereacourseofstudyisrequired.
