           Inchoosingpersonsforallemployments,theyhavemoreregardtogoodmoralsthantogreatabilities;for,sincegovernmentisnecessarytomankind,theybelieve,thatthecommonsizeofhumanunderstandingisfittedtosomestationorother;andthatProvidenceneverintendedtomakethemanagementofpublicaffairsamysterytobecomprehendedonlybyafewpersonsofsublimegenius,ofwhichthereseldomarethreeborninanage:buttheysupposetruth,justice,temperance,andthelike,tobeineveryman’spower;thepracticeofwhichvirtues,assistedbyexperienceandagoodintention,wouldqualifyanymanfortheserviceofhiscountry,exceptwhereacourseofstudyisrequired.
