AtthislatertimehewasheadoftheGrandArmyoftheRepublic,andconspicuousinvariousstirringeleemosynaryeffortsonbehalfoftheoldsoldiers,theirwidowsandorphans.AfineAmerican,flag-waving,tobacco-chewing,foul-swearinglittlemanwasthis—andonewithnoteworthypoliticalambitions.OtherGrandArmymenhadbeenconspicuousinthelistsforPresidentialnominations.Whynothe?Anexcellentoratorinahighfalsettoway,andpopularbecauseofgood-fellowship,presence,force,hewasbynaturemateriallyandcommerciallyminded—thereforewithoutbasicappealtothehigherranksofintelligence.InseekingthenominationforgovernorshiphehadmadetheusualoverturesandhadinturnbeensoundedbyHaeckelheimer,Gotloeb,andvariousothercorporateinterestswhowereinleaguewithCowperwoodastohisattitudeinregardtoaproposedpublic-servicecommission.Atfirsthehadrefusedtocommithimself.Later,findingthattheC.W.&I.andtheChicago&Pacific(verypowerfulrailroadsboth)wereinterested,andthatothercandidateswererunninghimatightchaseinthegubernatorialcontest,hesuccumbedinameasure,declaringprivatelythatincasethelegislatureprovedtobestronglyinfavoroftheideaandthenewspapersnottoocrushinglyopposedhemightbewillingtostandasitsadvocate.Othercandidatesexpressedsimilarviews,butCorporalArcherprovedtohavethegreaterfollowing,andwaseventuallynominatedandcomfortablyelected.
