ItwasthisthatlitforeverthebeaconfiresofTroy,thatthunderedeternallyinthehorses’hoofsatArbelaandinthegunsatWaterloo.Idealswerehereatstake—thedreamsofonemanasopposedperhapstotheultimatedreamsofacityorstateornation—thegrovelingsandwallowingsofademocracyslowly,blindlytryingtostaggertoitsfeet.Inthisconflict—takingplaceinaninlandcottage-dottedstatewheremenwereclownsandchurls,dancingfiddlersatcountryfairs—wereopposed,asthegovernorsawit,theidealsofonemanandtheidealsofmen.
GovernorSwansondecidedaftermaturedeliberationtovetothebill.Cowperwood,debonairasever,faithfulasevertohislogicandhisconceptionofindividuality,wasdeterminedthatnostoneshouldbeleftunturnedthatwouldpermithimtotriumph,thatwouldcarryhimfinallytothegorgeousthroneofhisownconstruction.Havingfirstengineeredthematterthroughthelegislaturebyatortuousprocess,fireduponateverystepbythepress,henextsentvariousindividuals—statelegislators,representativesoftheC.W.&I.,membersofoutsidecorporationstoseethegovernor,butSwansonwasadamant.Hedidnotseehowhecouldconscientiouslysanctionthebill.
