Ibeganmydiscoursebyinforminghismajesty,thatourdominionsconsistedoftwoislands,whichcomposedthreemightykingdoms,underonesovereign,besideourplantationsinAmerica.Idweltlonguponthefertilityofoursoil,andthetemperatureofourclimate.IthenspokeatlargeupontheconstitutionofanEnglishparliament;partlymadeupofanillustriousbodycalledtheHouseofPeers;personsofthenoblestblood,andofthemostancientandamplepatrimonies.Idescribedthatextraordinarycarealwaystakenoftheireducationinartsandarms,toqualifythemforbeingcounsellorsbothtothekingandkingdom;tohaveashareinthelegislature;tobemembersofthehighestcourtofjudicature,whencetherecanbenoappeal;andtobechampionsalwaysreadyforthedefenceoftheirprinceandcountry,bytheirvalour,conduct,andfidelity.Thattheseweretheornamentandbulwarkofthekingdom,worthyfollowersoftheirmostrenownedancestors,whosehonourhadbeentherewardoftheirvirtue,fromwhichtheirposteritywereneveronceknowntodegenerate.Tothesewerejoinedseveralholypersons,aspartofthatassembly,underthetitleofbishops,whosepeculiarbusinessistotakecareofreligion,andofthosewhoinstructthepeopletherein.Theseweresearchedandsoughtoutthroughthewholenation,bytheprinceandhiswisestcounsellors,amongsuchofthepriesthoodasweremostdeservedlydistinguishedbythesanctityoftheirlives,andthedepthoftheirerudition;whowereindeedthespiritualfathersoftheclergyandthepeople.
