           Theslave-shipsdidnotceasetocrosstheseas,andtodisposeoftheir"ebonycargoes"incolonialports.

           Morepracticalmeasuresmustbetakeninordertoputanendtothiscommerce.TheUnitedStates,in1820,andEngland,in1824,declaredtheslavetradeanactofpiracy,andthosewhopractiseditpirates.Assuch,theydrewonthemselvesthepenaltyofdeath,andtheywerepursuedtotheend.Francesoonadheredtothenewtreaty;buttheStatesofSouthAmerica,andtheSpanishandPortuguesecolonies,didnotjoinintheActofAbolition.Theexportationofblacksthencontinuedtotheirprofit,notwithstandingtherightofsearchgenerallyrecognized,whichwaslimitedtotheverificationoftheflagofsuspiciousvessels.

           Meanwhile,thenewLawofAbolitionhadnotaretroactiveeffect.Nomorenewslavesweremade,buttheoldoneshadnotyetrecoveredtheirliberty.

           ItwasunderthosecircumstancesthatEnglandsetanexample.InMay,1833,ageneraldeclarationemancipatedalltheblacksinthecoloniesofGreatBritain,andinAugust,1838,sixhundredandseventythousandslavesweredeclaredfree.

           Tenyearslater,in1848,theRepublicemancipatedtheslavesoftheFrenchcolonies,sayabouttwohundredandsixtythousandblacks.In1861,thewarwhichbrokeoutbetweentheFederalsandConfederates,oftheUnitedStates,finishingtheworkofemancipation,extendedittoallNorthAmerica.

           Thethreegreatpowershadthenaccomplishedthisworkofhumanity.
