"Reverendandvaliantmen,Knights,Preceptors,andCompanionsofthisHolyOrder,mybrethrenandmychildren!—youalso,well-bornandpiousEsquires,whoaspiretowearthisholyCross!—andyoualso,Christianbrethren,ofeverydegree!—Beitknowntoyou,thatitisnotdefectofpowerinuswhichhathoccasionedtheassemblingofthiscongregation;for,howeverunworthyinourperson,yettousiscommitted,withthisbatoon,fullpowertojudgeandtotryallthatregardsthewealofthisourHolyOrder.HolySaintBernard,intheruleofourknightlyandreligiousprofession,hathsaid,inthefifty-ninthcapital,thathewouldnotthatbrethrenbecalledtogetherincouncil,saveatthewillandcommandoftheMaster;leavingitfreetous,astothosemoreworthyfatherswhohaveprecededusinthisouroffice,tojudge,aswelloftheoccasionasofthetimeandplaceinwhichachapterofthewholeOrder,orofanypartthereof,maybeconvoked.Also,inallsuchchapters,itisourdutytoheartheadviceofourbrethren,andtoproceedaccordingtoourownpleasure.Butwhentheragingwolfhathmadeaninroadupontheflock,andcarriedoffonememberthereof,itisthedutyofthekindshepherdtocallhiscomradestogether,thatwithbowsandslingstheymayquelltheinvader,accordingtoourwell-knownrule,thatthelionisevertobebeatendown.
